Do You Need a Permit for a Dumpster in Los Angeles?

Almost every answer to this question hinges on one thing: whether the container touches public ground. Everything else — which agency, which form, how long it takes — follows from that. Here is how it actually works across Los Angeles County, and why the answer is different in Northridge than in Altadena.

Start here: is it going on private property?

If the container sits entirely within a driveway, yard or lot you own, you do not need a street permit. Not in the City of Los Angeles, not in unincorporated county areas, not in the separate cities. This covers the large majority of the residential deliveries we make.

Two caveats worth knowing. An HOA can impose its own restrictions on size, placement or duration, and that is entirely separate from any city process — ask them what is permitted rather than whether anything is. And a driveway still has to physically work: our truck needs straight-line room to back in and clear space overhead. Low branches, carport roofs and power lines are the usual blockers.

City of Los Angeles: an "A" Permit through StreetsLA

Inside city limits, a container placed on a public street or sidewalk needs authorization from the Bureau of Street Services — StreetsLA. For dumpsters and roll-off containers this is generally an "A" Permit. Applications run through the city's EPIC-LA online system, and you will need the container size, the exact dates and the placement details before you start.

Two things people get caught by. Authorizations are commonly issued for windows of up to seven days, which happens to line up exactly with our standard rental period. And it is worth submitting about a week ahead — there is review and payment to get through before delivery day.

Once issued, the permit is displayed on the container itself. That is what tells parking enforcement the kerb space is legitimately occupied.

This covers more of our service area than people expect. Chatsworth · Encino · Granada Hills · Los Angeles · North Hollywood · Northridge · Pacific Palisades · Pacoima · Panorama City · Reseda · Sylmar · Tarzana · Van Nuys · Woodland Hills are all neighborhoods within the City of Los Angeles — including Porter Ranch where we are based. If you are in any of those, you are dealing with StreetsLA, not the county.

Unincorporated county: a different agency entirely

Unincorporated areas are not governed by the City of Los Angeles, and the process is genuinely different. Placement in county road right-of-way goes through LA County Public Works, and the authorization allows the container to stay for up to seven consecutive days.

Applications are handled by the permit field office covering your area rather than one central desk. The county operates offices in Baldwin Park, Valencia, Westchester, Downey and Palmdale, each serving a different part of the county. Which one you contact depends on your address — if you are not sure, call us and we will tell you which office covers you.

The legal basis is Chapter 16.19 of the Los Angeles County Highways Code. Ordinary wheeled trash bins are not affected by any of this; they can sit in the street for collection as normal.

Which of our cities are unincorporated: Acton · Agua Dulce · Altadena · La Crescenta-Montrose · Marina del Rey · Topanga. If you are in one of these, the county process applies — not the city one, even though your postal address may say Los Angeles.

The permit almost nobody mentions

Here is the part that rarely appears in guides written by rental companies, and it is worth understanding as a customer.

In unincorporated county areas, the resident's placement permit is only half of it. The dumpster owner — the hauling company — is separately required to hold an annual encroachment permit covering every container it places in county road right-of-way. Both are required under Chapter 16.19. Haulers obtain theirs through the county's EPIC-LA system via the Land Development Division.

You are entitled to ask for a copy. LA County Public Works states plainly that a customer may request a copy of the dumpster owner's permit. If you are placing a container in a county right-of-way and the company cannot produce one, that is worth knowing before the truck arrives — not after a citation. It is a small thing that says a lot about how a company operates. Plenty of the websites ranking for dumpster rental in Los Angeles are lead brokers who never touch the container and could not answer this question about the hauler they sell your job to.

The separate cities: 20 different rulebooks

Los Angeles County contains dozens of independent incorporated cities, each running its own public works department and its own encroachment or street-use process. Neither the City of Los Angeles nor the county has authority over them.

In practice this means the answer in Burbank is not the answer in Pasadena, and neither matches Beverly Hills. Fees, forms, lead times and duration limits all vary. Some are straightforward online applications; others want a counter visit.

Boundaries in LA County are irregular. Unincorporated pockets sit inside city limits, and a mailing address does not reliably tell you which jurisdiction you are in. If there is any doubt, we check by address before dispatching — it takes a moment and it prevents a wasted delivery.

Placement rules that apply wherever you are

Permit or not, a container in a public space has to be positioned safely. These come up everywhere:

  • Clear of building openings. Keep a margin from doors and windows — the City of Los Angeles works to roughly five feet.
  • Never blocking a hydrant. Non-negotiable, and one of the fastest ways to attract enforcement.
  • Never blocking driveways or emergency exits. Including a neighbor's.
  • Flat, stable ground. A loaded container is heavy and it does not belong on a slope.
  • Permit visible on the container. Where one was issued, display it.
  • Loaded level with the rim. Anything above it cannot legally be hauled. See what has to stay out.

Narrow and hillside streets add another layer. The city has specifically looked at containers obstructing sight lines and emergency access on tight and high-fire-risk roads, which is a real concern across the Valley and the foothills. Planning around it

Permits are a scheduling question more than a difficulty. Three things make it painless:

Decide placement first, not last. Driveway means no permit and no lead time. Street means a week's notice. That single decision drives your whole timeline.

Match the container to the space, not just the load. A 40 yard is twenty feet long and needs real room; a 6 yard fits where it will not. On a constrained frontage, going smaller and swapping out mid-job often beats fighting for kerb space. Our size guide works through the trade-off.

Ask about permits when you ask about the quote. A permit fee is a third-party cost set by the agency, not by us, and it is one of the things that varies by address. Our guide to what drives a quote covers where it fits.

For demolition and roofing work, and larger construction projects generally, permits are usually part of a wider approval process you are already navigating. For a straightforward residential cleanout, it often never comes up at all.

Who applies for the permit — me or the dumpster company?

For the container itself on a public street, the permit is normally pulled by the property owner or the contractor doing the work. Separately, the hauler carries its own standing authorization for placing containers in County road right-of-way. How much does a dumpster permit cost in Los Angeles?

Fees are set by the issuing agency, not by us, and they vary by location, container size and duration. Because they change, the only reliable figure is the one on the current fee schedule — check with LA County Public Works or your city, or call +1 (818) 600-7320 and we will point you at the right desk.

How long does it take to get one?

Plan on about a week for a street placement. The City of Los Angeles asks for applications roughly seven days ahead so there is time for review and payment. Unincorporated areas go through a County field office, which also needs lead time. If your job is urgent, a driveway placement avoids the wait entirely.

Do I need a permit to put it in my own driveway?

No. If the container sits entirely on private property you own, no street permit is involved. That is why the majority of our residential deliveries never need one. An HOA may still have its own rules — that is a separate conversation from the city.

Can I get a permit for longer than seven days?

Street authorizations are commonly issued in seven-day blocks, which lines up with our standard rental. Longer or repeat placements usually mean renewing or reapplying. Call before the week is out and we will work the timing out with you.

What if my street has permit parking or metered spaces?

It adds a step rather than blocking you. Reserving kerb space may involve temporary no-parking posting, and metered spaces are handled separately by the city. Mention it when you call so we build the extra lead time into the schedule.

What happens if I skip the permit?

The city can cite the placement, and parking enforcement can ticket or tow a container occupying kerb space without authorization. The Bureau of Street Services runs an investigation and enforcement function for exactly this. It is a solvable problem — far easier solved before delivery than after.
